Obviously being a con it changes every time you hear it. However the version that was in yesterday's (12/8/12) Mail on Sunday Newspaper tells the story of Samuel Israel who was convinced that there is this secret conspiracy that has it's tentacles in every aspect of life and controls the world. As part of this conspiracy the US federal reserve sometime releases US government bonds onto a secret market where they are snapped up by traders (probably Jews) and if he gives them money now he'll be rich tomorrow.
Mr Israel is currently in a US prison suffering from some form of mental illness.
