The meeting of the ADP in Geneva has completed its first reading of the negotiating text. As a result a document that began at 30 pages has now grown to more then 90 pages. However it seems that the majority of the additions are negotiating positions rather then things parties will rigidly demand are included in the final text.
I think it is worth remembering though that delegates are not trying to draw up a Kyoto Protocol type document that established fixed targets over its 20 year lifespan. Instead delegates are trying to draw up a framework for an agreement that will last for around 80 years with fresh commitment periods negotiated every 10 years or so.
Therefore rather trying to get everything resolved in the text that lays out the framework it makes more sense to get the framework in place and then negotiate the more specific details with every 10 year commitment period. After all as with solar energy developments in technology may mean that things which are very difficult and expensive now become a lot cheaper and easier 10-20 years down the line.
