It is around 23:25GMT on 4/5/12. The results of the London Mayoral Election were released at around 22:55/23:55 (local). With no clear winner from the first preference votes the two leading candidates Boris Johnson (Conservative) and Ken Livingstone (Labour) had the second preference votes added to their totals. This left Boris Johnson as the winner with 1,054,811 votes (51.53%) beating Ken Livingstone's 992, 273 votes (48.47%). In a city of around 8 million people this is a very tight result. In the the Assembly Labour gained 2 seats at the expense of the Conservatives in the vote for the 14 Constituency members. This leaves Labour with 8 seats and the Conservatives with 6. The results for the remaining 11 seats for London-wide members are yet to be declared.
Aside from gaining Birmingham and Glasgow councils Labour have held on to Manchester and Liverpool. This gives them control at local level over the second, third and fourth largest cities in England along with the largest city in Scotland. Even if Labour don't gain control over the London Assembly I think there's going to be a lot of arguments between local government and national government in the years to come.
